This Photoshop Action creates Light Burst effect over any Text, Vector features and Bitmap layers. The practice renders layered output as a Smart Object. So it is probable to do further adjustments like changing color/opacity of rays and position of Lens Flare and show/hide source light. Actions tested with Photoshop CS3 , CS4 & CS5
